Prosecutors in Lancaster, Pa., said they were investigating a fatal shooting by police on Sunday and pursuing charges against people who engaged in subsequent protests that included setting fires and damaging property.

Shortly after 4 p.m. Sunday, police in the city of 60,000 about 70 miles west of Philadelphia went to the home of a woman who had said in a 911 call that her brother was being aggressive with her mother and trying to break into her house, according to the Lancaster County District Attorney’s office.
